The Confederacy of Habari (Moo!)

Playing off one of Mallen's last posts (and giggly conversation with Shadow), I decided to try to make it a nation ruled by bikers. The odd thing is, it turned out to be a pretty keen little country. For those too lazy to click, or in case it changes after I start making decisions, here's how it's starting out:

The Confederacy of Habari is a tiny, environmentally stunning nation, notable for its compulsory military service. Its hard-nosed, cynical population of 5 million are ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.
The enormous, corrupt government is effectively ruled by the Department of Law & Order, with areas such as Social Welfare and Religion & Spirituality receiving almost no funds by comparison. The average income tax rate is 34%, but much higher for the wealthy. A small private sector is led by the Beef-Based Agriculture industry, followed by Woodchip Exports and Gambling.
Crime -- especially youth-related -- is relatively low, thanks to the all-pervasive police force. Habari's national animal is the dog, which frolics freely in the nation's many lush forests, and its currency is the Wheel.

Dog for national animals because they can ride on the front of a motorcycle, and the Wheel as currency for obvious reasons.
Now, off to make my first decision!
(Edited to add: Oh god. Hee. Shadow, the today's decision is about relaxing public nudity. Hee hee.)
Second edit: I'm picking "My body--my choice to dangle!" because there's nothing like naked bikers! Snerk, snerk.
