What does it mean?

They capitalized the 'd' in Draco, not me. Seems sort of fitting that he'd show up today...

Just because you eat and breathe Harry Potter characters loving each other in the butt doesn't mean everyone else does. The Draco that draconian was derived from refers to Draco (also known as Dracon,) an Athenian statesman who was known for his particularly, well, draconian measures.
