I can't explain this picture (RL)

I'm sure whatever the reason for this is, it's really sad.

Totally work safe, but sad. If the kid were better fed, I'd think it was somehow staged or had a reasonable explanation.

It's probably just a photo for group X trying to get your to donate amount Y to save starving children in under-developed nation Z. I doubt they left the kid tied to the tree there but the picture did exactly what they were trying to get it to do, make people feel sad.

I don't know, if I were trying to get people to donate, I wouldn't want the kid tied to a tree... kind of distracts you from the fact that he's underfed.

The picture alone yes, but if you have it on a page all about underfed children or even as part of an add it does the job because you could flash between many pictures in slow-mo pan overs and then do the same with that one. It sounds very soul-less when I say it like that but in the end it's a business as far as I can tell and I've seen WAY to many of those types of commercials and web ads and even sites.
